1. Property Registration

  Registration fees: 4% on the consideration value of land/property or notified blockrate which ever is higher and 1% stamp duty on the consideration value of land/property or notified blockrate which ever is higher

    • SSC/COI of Buyer
    • Voter Card
    • Married/Unmarried Certificate (In case the buyer is a woman)

2. Mortgage Deed

 Fees:

Personal and Housing loan Upto 1 lakh: Rs 100
  1-5 lakhs: Rs 250
  5-10 lakhs :Rs 500
  10 lakhs and above: Rs 1000
For commercial purpose Upto 1 lakh: Rs 200
  1-2 lakhs: Rs 1000
  2-5 lakhs :Rs 2000
  5-8 lakhs: Rs 3000
  8-10 lakhs :Rs 5000
  10 lakhs and above: Rs 10000

3. Lease Deed

  Registration fee: 4% on the consideration value and 1% stamp duty on the consideration value

4. Will

  Registration Fee: Rs 100/-

    • Sealed cover containing the will, with the name of the Depositor, His/her address and nature of Instrument written on the cover

    • One passport size photograph
    • BR/Challan

5. Firms/Partnership Firms

    • Attested copy of SSC/COI/Voter card of the applicant
    • Proof of residence of the applicant
    • Recommendation of the ward Panchayat/Counsilor/Area MLA
    • NOC of the biological parents of the child being adopted
    • Affidavit of the applicant (in case the child is an orphan
    • Citizenship proof of the child being adopted

LAND ACQUISITION

• Procedure

1. Preliminary Survey

4. Submission of draft of Notification u/s 4(1) of Land Acquisition Act‐I,1894 to the Head Office and publication of the Notification in the Government Gazette by the Secretary LR&DMD

7. Request of Order of Acquisition and approval of the Government for the acquisition

9. General Notice Clause (I)&(II) and (III)& (IV) u/s 9 of the Land Acquisition Act‐I,1894
10. Hearing of Claims and Objections from parties upon the proposed land to be acquired

SUKUMBASI- LAND BANK SCHEME

The State Government has initiated the Land Bank Scheme vide Notification no.388/LR dated 13.08.1997.

 Eligibility condition: Sukumbasi claiming the land under the Scheme shall fulfill the following eligibility conditions:
(i) he/she must be a head of the family of a Below Poverty Line household;
(ii) he/she shall hold a Sikkim Subject Certificate or Certificate of Identification;
(iii) he/she must not own any landed property registered in his/her name; the above condition shall however be relaxed in the case of a person declared by the Government as displaced by disaster and has no land to build his/her dwelling house;
(iv) there should not be any inheritable landed property in his/her father’s name.

Required Documents:
1. No landed Property Certificates” from the concerned RO,
2. Sikkim Subject Certificate / Certificate of Identification,
3. Panchayat recommendation and
4. a copy of the Parcha of the proposed seller of the land.

Procedure:
1. Applications are received in the prescribed format along with “No landed Property Certificates” from the concerned RO, Sikkim Subject Certificate / Certificate of Identification, Panchayat recommendation and a copy of the Parcha of the proposed seller of the land.
2. Verification of the application is made by the Office of the Deputy Director (L/R) /Concerned Head Surveyor.
3. Thereafter, applications received for a particular fiscal year are compiled.
4. The names of the applicants are enlisted and forwarded to the Secretary, LR&DMD for financial sanction and approval.
5. After the required fund has been sanctioned, the list of beneficiaries is sent back to the District office.
6. Allotment orders are prepared and issued by the District Collector to the beneficiaries either during the Janata Melas or from the Office of the District Collector itself
7. Once land has been identified by the beneficiary and the seller of the land agrees to the transaction, the registration process is carried out as per the norms. Approval of the District Collector is taken for final registration of the land under the Land Bank Scheme.
